it's entirely possible that your little old lady bought it already altered. If you bought it on eBay however, it's more likely that your little old lady is really just a scammer. I am extremely skeptical that a 2019 eagle would already be naturally toned the way that you described. It is highly unlikely.

I've only ever owned one toned Peace, I would call mine sort of "streaky". Actually was sort of a cool zebra effect. Mine was considered Market Acceptable by NGC and CAC, and I assume many other people would agree. OP, I think your coin is conspicuous to members here, and TPG, since so few Peace dollars with color like this are seen. And when they do show up, most assume "Guilty", and you basically have to prove the coins innocence. Where some new collectors get confused and frustrated by this assumption, is that in contrast, Morgan Dollars are seen commonly with wild color, and TPG readily accept partial and whole rainbow toning, and Morgan Dollars essentially get the presumption of innocence. To me, you coin looks AT, but I don't have the fancy reasoning that others have laid out. It just looks weird to me. The price you paid is also a red flag to me, as a naturally toned example would fetch many multiples.
I think the mint forgot that those were supposed to be struck in low relief.... that one looks high relief. Cool coin.
I think the op coin pretty but would be hard to get in a straight graded slab as the color doesn’t fit with most toned peace dollars. That being said I have an odd one that both ngc and cac liked
I have a 1987 ASE that sat in a wooden desk drawer for almost thirty years. It was in a non-standard plastic display piece, and I had forgotten it was in there. It is extensively toned on about 70% of the obverse, appearing as if the toning is crawling left to right. The reverse has the same degree of toning. I am not one for doing much slabbing, but I expect that the TPGs would give it a bad grade despite its condition otherwise.
