Wow. If that's a misplaced mint mark I need to get away from trying to collect coins period. I don't stand a chance of ever detecting one.
Then the mintmark was hand punched into the individual die. But the shoulder area of the die was incluse to produce the raised shoulder on the coin, so the punch would have trouble getting the whole "S" on the shoulder as it is not flexible. If it had happened, one would suspect only the outer areas of the S would show as the punched would not go deep enough for the whole S to be there. Damage that looks like a S, IMO, Jim
