Looks like it's missing a clad layer. Worth good money. Wait for more opinions...

Can you post photos of both side and give the weight of the coin?

 

A friend of mine was saying it was frosty? Here's the back

 

He may think it's frosty but it's not. It's a nice uncirculated quarter.

 

It could be missing the clad layer but the color still looks a bit off for that. We need to see the reverse of the coin to be sure.

 

Handle the coins by the edge or you will get finger prints on the coins bringing the value down.
