1990 D LMC with many discrepancies

This 1990 D has so many things going on I find it hard to describe. Is it simply a bad or worn die?

IMO your coin has some split plate doubling and looks like it was struck by a very worn die. Shows Die Deterioration Doubling.

An extremely worn Die and a zinc planchet will look like this. A good coin to save for reference.
