My first thought was strike through as well, but then the whole design is weak and has the die deterioration visible... Maybe both?
My gut feeling was a modern Chinese fake, but the diagnostic on those is a gap in the upper ear where the detail is missing due to the lower relief. I think I see the detail in the ear of yours @C-B-D. I’m leaning towards heavily-deteriorated die. Here’s pics of a genuine coin I took under similar lighting conditions.
Yup, that is just struck from a tired old die. The disappearing letters, mushy stars, bloated details... characteristic of an old die. Kind of interesting, but that weird effect around the edge just inside of the dentils is also due to a worn out old die.
