There are 4 different Presidents on dollar coins in 2008. Which one is it?
The S coins are proofs, I don't think your coin is a proof.
    But better photos would help.

Would be nice if it was a Jackson $1.

in second stage of minting pres. dollars, they go into the edge-incusing machine where the the edge lettering is pressed into the coin, its like a collar in four sections, what you have on your coin is metal flow into the gap between sections, its common to see this, not an error...

+1 the newer ones don't show that as much if at all, but I haven't went through them to see when it stopped. here is one of my better ones. the 2016-S RP Regan, no lines. IMG_20190801_224542262.jpg Wow them eyes came out freaky, light reflection.

i believe its only the proofs that use the 4 part collar....

Unlike the business strikes the proofs get the edge lettering at the same time athey are struck using a segmented collar. The raised line s on the edge ar the joints between the edge segments. You say there are four lines, please count again because the collars for the proofs are three segments.

Yes. It is a 3 segment collar and lines on the S mint presidntial dollars between each section of lettering is quite normal. However examples have been found where they have put the 3 segments out of proper order on some designs during minting

That happened on some of the Jefferson proofs but then they made changes to the segments so that they couldn't be installed in the wrong order.
