    It is not damaged in that area. It looks like a strike. How, I don't know. It appears as a double eye.

    what kind of strike does it look like ??
    struck by another coin while piling up in a gigantic bin as they all do?

    is it pushed down, or raised?

    if pushed down .. damage

    if raised .. then possible die clash (which should have other indicators, assuming it is actually raised). But you should be able to find the corresponding design element that would cause that, plus other areas based upon the design. For the dime, a die clash would hit flat areas first due to the design.
