Where is Waldo error? No info at all.

Hi I'm new here. I have gone through the internet and local resources trying to find anything like the error I have found on this 1998 P or P over D, Vice - versa. I can not make it out.. please any info would be appreciated.

Your coin seems to have been heated with a torch.

 

There is a moon shaped circle on the obverse and on the back the indent makes another odd shape.

Welcome to CT but your coin was damaged by heat after it left the Mint. Not an error.
