I'd say no...usually the small white holders are considered "old" but even those lasted into the early 2000s (but it is an easier cut-off point for old vs new).

Then I'd knock a couple of hundred dollars off of my guess. I'm not saying that I agree with that and this is definitely the type of coin that I would happily cherry pick, but the reality is that the plastic has negative value in this case. I'd submit it to PCGS. It looks to be a very nice coin and should go gem. In PCGS plastic, the value would go up beyond my original guess. I hate the current plastic obsessed nature of the coin market. I hate even more that I even need to consider things like plastic in a guess the price thread for toners.
There are actually 2 variations of the blue label holder, of which this is one. I don’t have it in front of me, but I think that’s the right one. I’ll update again when I get home.

I’ve got one I can post in a bit. Meanwhile, can we talk about the lackluster premiums color toned SLQs bring? In my experience, anything nice with decent color is rare. I think mine and the one @Lehigh96 posted have been the only ones. (Coincidentally, had I had the available funds at the time of sale, those both probably would have been my coins!) Is it a case of lack of supply suppressing demand? Are there just not enough SLQ collectors? Or do SLQ collectors not care?
I agree with you that the coins are undervalued with exceptional toning. I think it is a combination of factors including that many collectors will only look to third party grading labels and generic auction levels in pricing a coin. I don't think there are that many people completing toned sets for the series (cf. Morgan Dollars), and there are only a small number of people working on a toned type set although there are definitely some. (I started one years ago and ended up selling it off before I finished it).
I've actually seen very few nicely toned SLQs in the auctions I follow. So, I think you do have a solid point about there being a low supply. The holder also plays a role. For your Anacs example, the $1,200 is a pretty solid premium considering how many people treat these slabs as sub-par (even when the coin is all there). I'm certain that a nicely toned SLQ in a PCGS holder with CAC would do quite well if offered at a Legend auction (and would still draw a premium in other holders on eBay, GC, or Heritage).
I agree 100% with everything you said here. In fact, I got a PM after posting the coin where another member was saying I could probably crack it out and send it to PCGS and make money on it. I agree with that. I think it would probably cross at grade, and then earn a green CAC sticker if I chose to do that. That's not happening any time soon, because I have no intention to sell, but I'm sure I could do it. Also, there's "nicely toned" and there's "wow!" and there are very, very few "wow!" SLQs out there. I've only seen a handful. Since the floor is open, here's another one from me: PCGS MS66+. This coin used to be featured on PCGS Coinfacts, and I'm a little disappointed that a few lesser coins are now there in its place. Oh, well, their loss, right? PCGS guide is $26, although I think that's pretty high for a generic coin. Full disclosure: I bought this raw from a member here about 3 years ago, before I even knew what the grade was. Turns out I guessed the grade correctly and scored decently.
