2006 Nebraska Denver Quarter strange clad and missing "clv"

I came across a 2006 Nebraska Denver quarter that looked strange.
It had a texture almost like it was powder coated
From the side view, it was clearly nickel/copper/nickel clad sandwich like I hadn't seen before.
The reverse was missing any sign of "clv" initials just below the chimney rock.

Any idea if this is common or a typical type of error?

Looks like it has been subjected to some sort of acid, just damaged.

This can also happen from spending time in a chlorine based swimming pool or fountain.

Never did acid, only alcohol.
