Alright, this might make more cents

  1. Just a couple are doubled. That’s the explanation in The Official Black Book for a Tilted Hub Doubled Die. It looks like the force separated the first and second hub alignment immediately on TRUST-T. I wanted to see if indeed this subject would have been removed from circulation in any way like P. Apple said.... So I looked at the one I knew looked like a Rockwell Test on my 1959 Lincoln Cents, and sure enough it’s the different grey metal plated obverse, with the proof United and removed larger STATES-S.
