Roman provincial of some kind. Take it out of the holder and rephotograph it. I can't make out the legends like this. Also, it would be helpful to tell its diameter in mm and its weight in grams.
We might be able to help if you take the coin out of that stapled 2x2 and rephotograph it. The glare from the mylar is preventing good visualization of details and the images are poorly lit and unfocused. As RC and Ken said, it's a Roman provincial coin of Hadrian. There are probably enough details visible to give a better ID but we need better images (and size and weight).

The object that Tyche is holding is very curious! I suppose it's probably just deformed grain ears, but it sure looks like a sperm and egg.
