    It could be but also could be damaged, hard to tell from pic, the 1983 is recognized by TPG NGC, and Pcgs, spitting eagle is result of die clash and possible with different years. sorry if I was not helpful, maby others can offer their more helpful opinion. I think its pmd. @paddyman98

    The surfaces and devices look suspiciously grainy. There is more going on here than what the mint did to this piece.

    Its also helpful to someone trying to help you by posting good pictures of both sides of the coin, there are other markers that prove it to be clash or whatever the case. not just the line from the beak.

    Looks more like a "drooling eagle" to me. Isn't the "spitting eagle" a die crack?
