1983 1 Cent DDR ??

The lower letters in Cent are touching the top of the rim is this a mint error??

I only see evidence of die deterioration. That part isn't really the top of the rim, but more so the result of a die being used. Although, I do believe I think I see some die clashing on the reverse. Those lines under the memorial, do they match up with this overlay?
