No, it isn't missing the copper-nickel layer, it's just corroded.

It would look more like this: (the half side that is coppery). Coins are made out of metal and they get rusty like yours. A missing clad layer would be missing weight.
If you weighed your coin and it was anywhere around 5.67g it's not missing anything. See how in the picture the missing part is copper colored? Compare that to the color of yours. And it will almost always be 1 side only.

If you have questions about other coins, it's best if you start a new thread with each coin. That way, the answers don't get mixed up and confusing. You can ask as many questions and post as many images as you want. Be sure to take each photo from directly overhead.

I noticed that you used the "Full Image" option for the obverse and a "Thumbnail" for the reverse. It's best if you use the "Full Image" for all of your photos. Also, if you have photo processing software such as PhotoScape (free download), it is best if you crop out all of the unnecessary background before resizing an image and posting it.

By the way, here is an image of a Kennedy half dollar missing the reverse clad layer that I found in a bag from the Mint.

Your quarter shows a mushyness common to a deteriorated die. No premium.
Your dimes are probably a grease filled die coupled with wear and tear. No premium.
Your penny is some combination of toning or environmental damage. Very normal. No premium.

Nothing worth collecting.

The same way you started this thread. Be sure to take the photos from directly overhead, not at an angle. It is also a good idea to take a photo of both sides of the whole coin. Like I said in Post #5, try to limit each thread to one coin so people don't get confused.
