Are there columns on the obverse of this 1983 Lincoln cent?

Found this 1983 Lincoln cent on the sidewalk and wanted to know if this is an error? If so, does it have any added value?

Also, I think I see Lincoln’s bust on the reverse only upside down under the Memorial.

Yes.. That is called a Die Clash error.
