I can't quite make out the mintmark in the photos. Is it a P or a D? Looks like it might be a P to me. If it is a P, then you do at least have a better-date coin. The 1983-P is the key date to the clad eagle-reverse type, I believe. (I don't follow moderns very much.) In theory, a 1983-P quarter is worth at least two bucks or so. Numismedia lists it at $2.30 in all grades up to XF40. That particular coin looks around F12 to me. The 1983-D also appears to be a somewhat better date, listing for $1.15 in all grades up to XF40. So 1983 is a good year to have, regardless, though in this low a grade, it wouldn't catch the attention of most collectors.
Many of the 1982 and 1983 are "mushy". So if you were to find one in fantastic condition, then there is value there. Odds are highly against finding such a coin in circulation. It is possible, but barely.
How would we possibly have an opinion on a coin we cannot see pictures of? What is wrong with you people? Think before you post.
