I don't think it's a clip, because the line is straight. In guessing damage or alterations outside the mint

 

If you see the zinc core along the straight edge, it's been damaged. On an authentic clip made after 1982, the missing edge will be plated.

 

We can't see the edge but I believe it to be damaged.
