What 13 means to this contest

For an un-disclosed prize, (it will be a surprize) list the 13 different layers of the pryamid and their meaning as our Founding Fathers based that part of the Great Seal upon.

I think you will be surprised when I post the correct answers. some of these questions I had to spend hours of reading to determine who was best in-line with historical data.

It seems that I mis-lead you into a question I did not clarify to well. So for all of you who answered I will pose it the way it should have been asked!

Here is the question.
