1973 RCMP medal

A little help to identify this. I think it’s a silver round

It might be a challenge medal. 25.2g Has edge lettering:Made in Canada 999

 

Struck by the Lombard Mint. The rim is the giveaway. Marked as silver. The odd toning hurts collector value.
