Scratches that go under the devices of a coin are from the die, when it is cleaned with an abrasive material. Usually can only be seen on Mint State and some AU coins. Your coin looks to have been cleaned with a brush after it left the mint. And coins can have both types of lines.I think it was dirty but now damaged.
I did not state that the lines on this coin was from a die cleaning issue. In fact I stated that I think they are from a post mint cleaning.
Here is an example of Die Lines on a 1943 cent. They are usually quite fine and the coin need to be in the light at just the right angle for them to be seen. And a 1947 where they got under Abe's lapel to the interior of the the design where it is missing due to die abrasion.
