I'm afraid that any coin that has been painted like that is only worth melt value, unless you find someone on eBay that doesn't know what they're bidding on.
Agree fully with @Dougmeister ...... These are more expressions of art than they are of numismatic interest.
If you have a documented pedigree that its' an authentic work by Peter Max it may be worth something to an art collector. Otherwise, as Dougmeister says, it's just a damaged silver dollar.
NO ... it's actually worth what someone is willing to pay for it. It's a coin and an art project. Right now you can get your random circulated but nice Peace dollar for $16-$18 if you look. Add maybe $5-$10 for the artwork and condition ... maybe a capsule or a card ... maybe a box ... et al. It's worth more as an art project because nobody is going to pay for it as a coin. *** Yeah ... any "Peter Max" documentation can really jack up the value.
