No - it's got enviornmental damage on the surfaces. Doesn't look copper-plated, but it's not copper, and I'm certain if you weigh it, it will weigh within normal weight/tolerance to a normal clad dime.
As Fred stated it's just Environmental Damage. Clad coins that are exposed to the elements have their Cupro-Nickel layer change color over time. Here are some of many metal detected examples from my stash..
