I just wanted to ask if this toning was real or fake. It looks good and it has been graded by ANACS, but it looks a bit too neon colored and the colors have the oil spill look that people use to attract new collectors. This is not my coin nor my pictures, but I have my eye on it for buying. I appreciate any help on this coin!

Should those spots on the 1939 be a source for concern?

I also noticed them and believe that it hurts the overall eye appeal.

The coin is likely MA (or at least close enough) but I wouldn't pay much of a toning premium (someone might, but the OP should decide on their own if this is something they want to stretch for).
