This coin has so much toning, I am having a difficult time judging what grade it is. If AU, it would not be worth nearly as much as MS. It has plenty of luster hiding among the toning, and there is not a ton of wear, so my guess is it actually is MS. I may go as high as MS63. Some of the scratching in the photo is the generic slab it is in. Any advice would be appreciated.

IMHO I fill that AT-toning is only used to cover up damages on the coin.
I personally would stay away from toned coins for this reason.

My opinion . . . the coin has been artificially toned over altered surfaces.

From what I have learned reading the threads on this forum, ICG should not be trusted for grading higher end coins. I realize these are just opinions from different people, and individual results will vary. I have read several examples though, where people have used ICG to validate toning with good results.

ICG graded this coin MS62 "Planchet Flaws". The intention is to send it to PCGS to have it regraded. The fear being that it will come back from PCGS AU55 (or worse). I guess the biggest question I have is what are the chances of that happening?

Your chances are slim to none. I’d save yourself the effort and just get rid of it as quickly as possible. Looks like that coin has been damaged and toned over, as the others have said. I don’t see it straight grading at PCGS or NGC, or really anywhere...
