At first I thought it was PMD but when I blew up the section of the photo, I'm leaning towards lamination error. Comments please.

Looks like some kind of Planchet Defect. But I won't call it a Lamination.
    IMHO

How about a picture of the edge?

I don't own the coin . . . yet, so can't provide edge pictures at this time. I just wanted some confirmation before I purchased it. If it's PMD, no go, defective planchet, maybe.

If it is a planchet flaw, how does that effect the grading. This isn't an easy or cheap Buffalo to find in this shape. I'm not looking to turn it, but am trying to build the very best album I can.

That question I can't answer....to my eye the strip of medal had a flaw, the blank was cut out and the flaw was in the area of where the edge would lay.
Gas in the medal now gone and a bubble or flaw in the medal.

Doesn't look like a lamination so I'm in the planchet defect corner.

Thanks Fred. I did go ahead and purchase it. I'll add photos when I have it in hand.
