Here is just a generic tag. Can be any thing from a mine in/out tag, Tool crib tag, value/equipment tag uniface although some are double sided. For what ever reason people do tend to put them in with their box of coins,tokens,keepsakes
If you check a Victorian manual of etiquette, It expressly forbids for gentlemens' hats to be set down with the brim upwards. It should always be brim down, crown up.

That it a very nice tag. I am surprised to see the denticles around the edge as most of these are quite plain.

Here are two toll tokens from the segment of I-95 that runs north of Baltimore northeast to the Delaware line. I've been driving that highway since 1987 and don't remember tokens ever being used, let alone ones for official use. Obviously one of them is from before the renaming, which seems to have happened in 1963 or very soon after.
