Doesn't look anything like a bullet to me (and Lincoln was shot with a round ball anyway), but that's a neat chip.
I'm more inclined to believe that it is a plating blister instead of a chip. I've never seen a die chip that is not attached to some part of the design.
...Notwithstanding the serious circulation wear, it is also a weak strike. The obverse has flat hair while the ear not as much...also, the reverse shows less circulation wear on the Memorial yet there are no steps...Spark
