    It's just some anomaly that is in that spot.
    You have a normal 1989 Quarter. Not minted over another coin.

    I can see how it would intrigue you, but I suspect it's just a random mark from circulation. The coin has a number of such marks, and it looks to me like one just happened to end up next to the 8 like that.

  6. There’s a lot of chatter on that coin, and the brain tries to make sense out of what it sees. I can see what you are pointing out but am leaning PMD over perhaps a minor minting error. I’ll bet though if you listed it on eBay as a “potential” die shift or doubled die, it would sell for more than 25 cents. TC

    Chatter is another word for marks on the coin. It could be from other coins or other objects that hit the coins surface causing scratches or dings on the coin that takes away from the coins overall appearance.
