Probably, yes. Many, many bust halves have had a bath over their lives. The difference, I think, is that its just a bit more obvious on this one. However, I still think it is a very attractive coin, and would have had no problem buying this one myself!
Based on what? There are plenty of dipped bust coins including some with secondary toning with stickers.
There is a clear and significant loss of luster in the fields, as well as on the portrait and the high points.
I'm surprised at all the AUs here. I would think it was mint state and a pretty high MS at that, like 65 or 66. Am I way off base?

Look at the fields and design high points, those areas are slightly darker (e.g. right field on the obv). Although there’s only minimal wear visible, this coin shouldn’t grade MS. Super nice coin, but high AU.
