1986 D RPM. Could be new listing

First I thought it is 1986D-1MM-016 D/D WEST (MDS)
But I look closely to Mint Mark location it is off. Any Idea Masters

They are the same coin, Are you using Wexler?

 

I found 16 on copper coins.

You are right they don't seem to match in placement.
These zinc RPM's can be real tricky cause split plate doubling is a factor.
