I know I've read something on this at one time or another but can't seem to find it now. Has something to do with the collar I'm pretty sure. Maybe a broken collar? The issue with the rim is called a Finned Rim You have another Misaligned Die Strike on the Obverse. When there is a bit of extra pressure due to the Misalignment it will create the raised rim. That is called a High Pressure Strike. Nice example you have there. No comment from me on the lettering or clashing.
