You mean LIBERTY.. 1983 Cents are Copper Plated Zinc planchets.. what you have are gas bubbles http://www.error-ref.com/gas-bubbles/ In all copper Cents they are called Occluded gas bubbles
It's rather common and has no added value. In fact, it's possible that those will pop down the road and the zinc below will begin to rust. Feel free to spend it; you'll find more over time.
Easy to puncture the bubble...use an old sewing machine needle. But if you are keeping it, don't do that!...Spark
