Those are probably the remnants of someone sneezing on it long ago. I wouldn’t risk trying to remove them. The canvas pattern is pretty well prized and to lose that would be a shame.
Yeah they could be, particularly the one by the M, but typically they will look different than those on the left side do. Tiny specks of dust and/or cardboard often result in spots like that on a coin as well. They get on a coin early on as a result of storage methods used. Then, as the coin tones, the specks can either prevent toning similar to that around them, or cause toning of different colors where the specks lay. But the most common result is the lighter shade of toning we see on this coin - where the specks have prevented the darker shade that is seen around them. Eventually the specks will decay enough that they fall off, or get brushed off one way or the other, leaving behind those lighter colored spots.
