Found in a roll of bu Jeffersons sometime ago.
Photographed yesterday.

Is this an rpm?

Not an rpm unfortunately. The mint stopped manually punching mint mark on to the die in 1990,(think it was 1990) thus eliminating the possibility of an rpm. Most likely machine doubling.
