My son was given an old Charleston note by my brother for Christmas. I haven't been able to find much out about it online so I thought I'd check here. Thoughts on scarcity and value would be appreciated. Happy Holidays!

I wish I had your answer. Being a Carolinian I love these sorts of bills. Lots of printed legal tender from those war years. I have a buddy who is quite educated and owns a massive collection of confederate bills. He is retired and I don't see him often but he has promised to join me for lunch this week. If he shows up I'll show him this photo and see what light, if any he can shed on it.
No as this is a City of Charleston note. It states on the note payable for taxes and dues to the City of Charleston. Not associated with a bank. I can't make it all out but the signature is above the words For Mayor and ??? To be considered Confederate Fractional Currency it would need to be associated with a bank.
