This is a coin that will be tough to sell later - unless you carry it around in your pocket and can get it to Poor-1. I would offer $100, and that may be too much.
It's a problem coin and has been cleaned. A PCGS XF40 fetched $176 at Heritage in July 2017 and this coin looks lower to me. I would pass at all costs. If you must buy it $100 seems about right to me. The spread between this grade and higher grades isn't huge as it is and given its issues, most collectors will pass when it comes to sell.
If that's accurate then my $100 estimate was wrong. VG money (deducting for issues) seems about right.
At $150, one might not come around soon. But if you're willing to give it some time, then one of the auction venues (like GC, Heritage, or eBay) will probably have a problem free AU example around $200.
