Looks like the coin had some type of protective finish put on it, may varnish or clear nail polish at one time and some one tried to remove it. The coin looks AU. Lou
I haven't attributed the coin, but I have seen the ring on them before. What green stuff? I don't see any green stuff in the pictures. Yeah it looks cleaned, but no green stuff. I personally would not touch it any more, I would just hope that in the up coming years it would brown back up. I just do not know if it is possible at this point.
In the pics there is nothing that is colored green. But if you see green with the coin in hand odds are it is the remains of PVC residue. That may be what someone tried to clean off. Describe to us if you can where exactly the green stuff that you see is ?

It could be either one. And no, ANACS would not grade it. They would body-bag the coin for environmental contamination. This is one reason why you should not purchase problem coins - no matter how good the deal sounds. You still have a problem coin when when the deal is done.
The inner ring on that coin with the ring breaking under the 8 identifies it as N-1, a common variety.
