    Maybe it isn't and maybe it is, but that's a moot point since this coin has plenty of PMD in other places, rendering it worthless (OK, it's worth one cent.)

    It is a Copper Plated Zinc Cent which has areas where the plating has been compromised. That will affect the Zinc underneath. Your Cent has Environmental Damage. What you see on the face is probably a result of the exposure. So it is PMD.
