First Commemorative Mint, Inc .. the third party company that made that album set, still makes those I think. So they probably bought rolls of them from the US Mint, made their own creative packaging and sold it to the general public.

I cannot tell what mint mark, etc it is. You'll need to take extremely clear, in-focus images more up close to the coin itself as there is a variation of clear S mint mark Proof, although I don't think yours is a Proof.

One similar to yours has sold on eBay recently for $2.75

First Commemorative Mint is not the US mint.
Your coin is in aftermarket packaging and must
    have come from circulation.

Probably because the 1981 SBA's were never released for circulation. It's possible a few have been cracked out and dumped at the bank but the VAST majority have never seen circulation/

    Highly unlikely

    That C o A is basically worthless.
As far as the 1981 (Philly) SBA it is low mintage and is listed at $7 in USA Coin book, in mint state. I believe these coins were circulated. But technically if they were bought from the mint when they were first issued and repackaged, they didn't see normal circulation.

The 1981 SBA's were mint set only. There were also some three coin Souvenir sets. Look at the mintages. The Philadelphia was 3 million and the mint set sales were 2.9 million

The companies use official sounding names and lots of official looking papers to buy coins from the real mint at the same value any citizen could and then jack up the price many fold. Most are sold to older folks who can't afford stocks or investments as a way to pass value to relatives. Sad, but we see many of these. There are many who give salvage car sellers a run for the most lying sellers around. Welcome and do not be discouraged if coins interest you. jim

Welcome to Coin Talk! Thanks for posting pics of Susie B! I know most people don't enjoy this series but I do! I would agree with @Conder101, more than likely it is uncirculated. Will you be holding on to these or are you just looking to find the value and off load them? Just trying to figure out if you are looking at being a collector or not.
