The face looks like a shadow,outline,etc the back also suspicious ,rings and warp words,looked all over
From the photos only can only best guess that some chemical was dropped on the head and it ran down the top and down to the field, same for pigtail, That is the reason it seems to follow the outline. Was not done in mint so damage, sorry. Jim

I appreciate your enthusiasm. When you see things like this it is a good exercise to ask yourself.... There are a finite (limited) number of things that can happen to a coin at the mint. Can it potentially be one of these?..... Conversely there are an infinite number of things that can happen outside the mint, from parking lots to bored youngsters with tools and everything in between. My first thought looking at the reverse of your quarter is that an aggressive coin rolling machine scarred the reverse. I believe the obverse has a coating of some kind. Possibly lacquer and I would guess it was part of a curio piece of some kind. Teach yourself to rule out the infinite possibilities in the life of a coin before you look for the errors. You will fine tune your eye and become an expert at locating errors like @Shrews1994 did in very short order. Just a few months ago she was new at this. She made the effort to learn and now I believe the unique coins actively hunt her down.
