    From what I can tell, that is a 1 Yuan 100th anniversary of Chen Yun, an important political figure in the Communist party in the People's Republic of China. So, to conclude, it is a Chinese 1 Yuan coin (I don't think its silver, but wait for one of the other foreign coin experts to verify that).
