Quote - "The error coins are to be shipped to the bureau’s associate director for manufacturing at Mint headquarters in Washington, D.C., and not to the Philadelphia Mint" closed quote.. And that's when the director calls his mint error collector friends and sells them!
Hey, this thing is worth way more money than face value, but I will totally give you a penny/nickel/dime/quarter for it and then put it in my own collection/sell it to someone who has money
If it were returned to the mint, it's supposed to be destroyed. What little QC they do, they destroy errors before they leave the mint.
I just listened to an NPR thing yesterday about how recycling is the last thing you should do. Obviously, it is good - better than tossing stuff in the dump - but really, you should be reducing/reusing stuff. Reduce your coin buying....Reuse your mint errors to purchase your daily stuff....Recycle your mint errors to the Fed so they can "dispose of them properly".
They may have formalized it last year, but that has been their "official" in house policy for years. The firms that handle the coins and rolling were told years ago that any errors found were to be retained for destruction.
