    I think you might be on to something here. I wouldn't be surprised if a few modern commems got intentionally worn down to make a lowball set. I don't understand that type of collecting, but I know some people go crazy for them.

    I like the GW commem because it is one of the few that comes in Prooflike condition. Here's my 66PL:

    Not clad, all the Washington halves are 90% silver, business strike and proof.

    As has been mentioned above, the only two silver commem halves of the 'modern era' are the George Washington and the Bill of rights. The mint should do more to keep the tradition of commemorative coins in 'coin silver' but clad (on halves) is fad at the moment.
