Could anyone please tell me if this coin should 2018-04-28 20.32.41.jpg be considered as a Double Strike?

First question is, what makes YOU think it's a double strike? Not trying to come off as harsh or snarky, just asking what you see that makes you ask the question.

Yes, what features on it do you see doubling on?

I'm not sure this one is real, but if it is, it has been mutilated quite a bit. Assuming it's real, I think it may have been damaged by fire and then someone tried to clean it. Look at the ear. Someone has continued the bottom part of the ear over the hairline. That's not right. I suspect what you're seeing as doubling is post mint damage, likely caused by someone trying to clean the coin.

Sure looks like it has been taped in cris/cross fashion to something for a long time and the rest of the coin is discolored where the tape was not placed.

I see discoloration (toning) that mimics the shape of what you see. At least that is all I can see from the provided image.

I would say lots of damage and not double
