With coins like this, it is always helpful to ask yourself "How could this have occurred in the minting process?"

Sorry, but it is indeed PMD. You have to ask yourself this question whenever considering if a coin is a genuine mint error or not. “How did this happen during the minting process.” First you need to know how coins are made.

Can you explain how the metal got melted around the coin and what you think is scratches on the reverse are layers of metal as if it was painted on

Possibly more easily than you can explain how a coin could come out of a die like that. Sorry, it really is PMD. Don't let that discourage you and welcome to CT.

Can YOU explain how this could happen in the minting process?

It wasn't melted. It was scratched/gouged by something.

Not scratched I'm sorry that you can't see what I see it looks like it was kind of painted on

Nothing melted. It had a close encounter with something like a parking lot.

Pennie...not trying to dissuade you from searching. But real talk - your coin is damaged. Nothing else. Keep searching though and hopefully you will get lucky enough to find something of note.

You have very much to learn, Grasshopper.

All those lines are from the coin being scraped against something. Take a quarter and go rub it against the sidewalk. I bet you end up with something similar.

It is most definitely just damaged, there is no way anything like that could happen in the minting process.
