That is ALL (except for one thing) spot on. The wrong thing is NO coin ever leaves the Mint anywhere near AU50. It doesn’t matter how ugly a beast it is, the lowest it CAN be is MS60. Why? Because no matter HOW “baggy” it is, there is no RUB, and ONLY rub can take you below MS60, by definition. True RUB/WEAR can ONLY happen outside the Mint.

Repeat: ANYTHING that happens in the minting, bagging, and shipping process is NOT WEAR, by definition.

And it happens with the coins in bags that they sell to Bullion dealers

    Here’s what kills me:

None of these sets include the “circulation strike” S Mint Quarters.

    What’s the Mint’s problem?

Nope, in order to get the S-mint CIRCULATION QUALITY strikes of the ATB quarters, there are ONLY two ways - rolls and bags. Otherwise, you don't have them complete. Mike is right and has been since this problem first came up in 2012 when the Mint started making circulation strike ATB's in San Francisco. Now, they ARE different. They are struck on a press formerly used to strike proofs, but they are NOT proofs, and they ARE clad, not silver.

The $13.95 is for the 2018 coins and $5.95 for the 2017 coins. the only difference I can see is in the packaging.

There is a production method difference, but it doesn't always make a material difference in the coins. It should, by all logic, but it often just doesn't.
