It's worth face value, or 10 cents in this case. What you are seeing is simply a coin that was damaged in circulation after it left the mint. Is there any specific detail that you are curious about? What makes you think it may be potentially valuable?
IMHO it looks like it took a hit and metal was pushed up. I'm nowhere close to being an expert so wait for other opinions. A lot of knowledgeable people on this site so stick around.
