    Well, it originally came from the mint and apparently went into circulation, so it's both. ;)

    Unfortunately it's not really "worth" anything worthwhile but is pretty neat. Welcome to the forum.

    Yes.. It is called a Misaligned Die Strike.
    It is a common occurrence. Nothing really major and only worth 25 Cents
