It looks like the copper plating split and exposed the zinc, which is what you are seeing as blue. Very common on these new cents. Not really pmd, since it more than likely happened during the strike.

Yes. IMO I wouldn't have this coin graded, it may make it in the MS area, but on the low end. Too many marks for any high grade and being a 1993 cent, it would have to grade MS 69 Red, to be worth doing. You would spend at least $20 or more and only be worth face value or if you're lucky $1.
Zinc is bluish-silver in color. So you are seeing the Zinc as the copper plating split from the strike. What's weird is the indentation starting below ONE going up the left side all the way to oF. If that's the case wouldn't it be damage? PMD somehow.
